What Is the Natural Hazard Disclosure Report and What Should San Diego Buyers Look For?

What Is the NHD Report?

The Natural Hazard Disclosure (NHD) report is a required document in all California real estate transactions. Prepared by a third-party NHD company at the seller's expense, it identifies which state and locally-designated natural hazard zones the property falls within — providing critical information that affects insurance requirements, disclosure obligations, and your assessment of the property's risk profile.

What the NHD Report Covers

  • Special Flood Hazard Area (FEMA Zone A or AE): Property in the 100-year flood plain — flood insurance required for federally-backed mortgages
  • Seismic Hazard Zone: Areas with liquefaction or landslide risk — requires geotechnical disclosure
  • Alquist-Priolo Earthquake Fault Zone: Property within 50 feet of an active fault trace — restricts new construction
  • State Fire Responsibility Area (SRA): Where California has primary fire protection responsibility
  • Very High Fire Hazard Severity Zone (VHFHSZ): High wildfire risk areas designated by CalFire

Local and Additional Disclosures in San Diego

Beyond the state-required zones, San Diego County and City have additional disclosure requirements — including local assessment districts, Mello-Roos CFD designations, and supplemental flood zone information. Your NHD report will also include these local disclosures. Review every page — not just the first summary section.

What to Do If the Property Is in a Hazard Zone

Being in a hazard zone does not necessarily mean you should not buy the property — but it means you need to understand the implications: Are insurance requirements manageable? What additional costs will you incur? Does the zone affect your ability to make future improvements? Your buyer's agent and independent insurance broker can help you answer these questions.

The NHD Report Is Not a Substitute for Inspection

The NHD report identifies zone designations — not physical conditions. A property in a flood zone may have excellent drainage and flood mitigation; a property not in a flood zone may still have water intrusion issues. The NHD report informs your due diligence but does not replace your home inspection and other physical assessments.
